Jesuit-educated, Dr. McKinnon is a retired associate professor of education at the University of Detroit Mercy and a graduate of the FBI National Academy and the United States Secret Service School. He was one of the first African American officers in the Detroit police force and became the Chief of Police. In 2013 he became Deputy Mayor of Detroit. Dr. McKinnon constantly faced racism as the only African American officer and was almost killed by fellow police officers in an incident that was later covered internationally.
